That's his responsibility; although every elected official is a public servant, he's the boss of the people who work for him in administrative capacities.
Apparently, many of those people think that getting into power in a democracy means doing whatever you feel like doing, not only without concern but with contempt for the rights of the people who are the reason that you are employed.
