I think it is; I could be off by a few decades.
The decor of the lounge isn't of the Decaying and Dangerous style typified by Woods Mullen and many other shelters. It simply says "Our students don't know anyone who's important enough to try to impress with amenities and who will ever visit them at this building," or "We don't have the money for this lounge to be a cheerful, pleasant place."
