Edward Snowden being exiled does not seem to be protecting people from getting killed in the United States.

Maybe all it means is that the government knows exactly where all the victims are at all times, and what they're texting people, for years, right up until they get shot to death.  

What's next, a government website where people can request transcripts of all the private conversations they had with the deceased, for a fee?  What would the website say, "We're sorry that our surveillance didn't keep your loved one safe; if you'd like copies of all the emails that you ever sent to each other, and pictures of your meetings, please mail a self-addressed, stamped envelope to the White House.  Please allow additional processing time for formatting of years of illegal video filmed of the deceased in his or her bathroom."
