Like every other problem, it's not getting addressed because it hasn't affected the people who have most of the power the way that it has affected everybody else, and it hasn't affected them because they have most of the power.
Who cares if you're a child in school?
Who cares if you're a woman?
Who cares if you're black?
Who cares if you're gay?
The powerful white men don't.
