What if working for the government meant that, at any time of the day or night, you could have access to classes online at any college in the United States? You wouldn't have to finish classes; you could get the information that you needed or that interested you, without having to depend on assistants who work for you or experts who testify.
If it's Monday, and you have a meeting on Thursday for which it would be helpful to have some classes about science, women's studies or another country, you could get those classes at home from your computer, or from your phone, when you have time. You could know if classes about a subject at a college on one side of the country are the same as classes at a college on the other side of the country. You could know what people who are starting college and people who are finishing college are studying.
