Inclusive quotas need to be respected and there need to be penalties if they're not.
I think that educational requirements for the entertainment industry would also help. It's a lot less difficult to get educated people to understand and care about rules that help all of society than it is to impose rules on uneducated people who enjoy their brutality and who resent every attempt by their favorite victims to stop chronic abuse.
