Whether or not the half-naked female in the ad is a minor, Apple and Verizon want people to think that she is, and they are trying to encourage minors to use their phones to take revealing pictures of themselves, which Apple or any phone company can easily and illegally obtain from easily and illegally hacking those phones.
There are daycares and grade schools within walking distance of those ads, which are also next to the highway.
