I don't think that it's enough to decide that certain people in the civilian population can have guns and others can't. Civilians don't need assault weapons. Trying to decide which civilians will be able to use assault weapons responsibly and which won't is like trying to decide who should be able to drive at thousands of miles per hour on a highway and who shouldn't; no matter how you categorize people, someone's going to die.
The only thing that an assault weapon is designed to do is to kill people. You can't ever separate that tool from its function; it only has one.
