That's the address for the first page of Google results for "rubber tipping," which sounds sketchy but isn't. It's what I was told to do by a periodontist several years ago; it stopped my tooth pain and slowed my gum recession.
The instrument used for it isn't expensive and could also be distributed to people who take methadone.
