The United States should be training its own citizens to work on the Internet, and every police department should have a cyber-unit.

People are needed to regulate the Internet:  technically, socially and professionally.  

There is also a need for every local and state police department to have a cyber-unit.  

Can you imagine the chaos that the world would be in if there were never, in all of U.S. history, local or state police departments anywhere in the United States?  Consider also that the Internet has no topographical boundaries; it is infinite space.  

There will be far fewer Internet-related problems at the national and international levels when there are thousands of people in the civil sector who work to maintain order on the Internet every day, and when every local and state police station has a cyber-unit to deal with everything from disputes between a few people to organized crime.
