I think that a lot of hospitals and other health care providers would have written off costs for patients if there were lapses in health care coverage during a transition. I don't think that the government would have allowed any lapses to continue indefinitely.
Health care can't be fixed overnight, or in a month, or in a year. Even when there is an equitable resolution, there will be developments that require additional legislation. There is no permanence to the problems and achievements of a dynamic world.
We should all be grateful that we live in a country where there's even healthcare to argue about; millions of people in the world don't have anything.
