Unfortunately, as the world's power structure has shown for 7 years, it doesn't guarantee that people will be less corrupt when they really want to be bad people.
There's no cure-all for human error. There are people who use their education for good and there are people who don't.
There's also such a thing as being punished enough, although the conglomerate doesn't think so.
