If President Obama doesn't change his behavior and the behavior of his staff, and he is not impeached, that doesn't mean that his successor can't be impeached for that same behavior.
When corrupt people are powerful, the cycle of corruption is difficult to stop. If the arrest of the corruption can't be stopped at its beginning, then it has to be stopped whenever it is that people are able to stop it.
