You should have to pass a test and have a license to use a bicycle in a city where there's a lot of vehicular traffic.

I don't know if anyone has thought about that.



That's the address of a November 2016 Boston Globe article about biking.

People driving cars are responsible for their driving and for being aware of what's happening around them.  However, they don't have all of the responsibility for preventing bike accidents; bikers also have that responsibility.  

Why shouldn't bikers have to have licenses?  Why shouldn't bikes have license plates, and have to be inspected regularly?  Traffic is traffic.  A bike that isn't functioning can cause a car accident without being hit by a car, if cars are swerving or stopping to avoid hitting the bike.  

I suppose that the same could be said for skateboarding and rollerblading.  I was at an intersection a few days ago and a woman rolled through an intersection against the traffic.  Every pedestrian and every driver at the intersection watched her fly across the street.  Everyone, including her, according to her facial expression, thought she shouldn't have done that.
