Those prices are what it costs to buy those apartments; I don't live at any of those buildings.
I could rent the apartment where I have lived for a year because there's a law that some market-rate apartment buildings have to have some affordable housing units. However, my being an affordable housing tenant has also meant my being mistreated; mistreated by whoever it was who installed the hidden, illegal cameras in my apartment and who lied to the property manager about it, mistreated by the police who didn't even try to find the cameras, mistreated by the legal services that are supposed to help poor people and who end up blaming their own clients for their problems most of the time, mistreated even by people whose job it was to help me and who tried to help me as much as they could but who did not believe that the cameras were in the apartment because they are not immune to prejudice against poor people and they assumed that I was delusional.
