"At-risk youth" are particularly vulnerable to predators. Whom could they tell about being abused by U.S. Military personnel? If female soldiers can't stop their coworkers and supervisors from raping them and can't get their rapists punished, how are at-risk youth going to be protected?
If this is how American youth are going to be treated by the U.S. Military, what's going to happen to youth in other countries where there's no protection for them from anything, ever?
